Acoustic noise measurements are mostly requested from enterprises such as large-scale factories, crushing and screening plants. Within the scope of the Environmental Permit and License Regulation, acoustic noise measurements must be made in the enterprises where noise measurements are requested during the environmental permit. Acoustic measurement may also be requested by the provincial directorates of environment and urbanization when evaluating complaints received by some businesses not included in the scope. In cases where acoustic measurement cannot be taken technically, environmental noise measurement is performed.
The reports of laboratories authorized by the Ministry of Environment and Urbanization are valid for noise measurement. Launched in 2019, the MELBES system collects acoustic noise measurement requests to be made within the scope of environmental permits. MELBES assigns the received requests to authorized laboratories. Acoustic noise measurements to be carried out within the scope of EIA are excluded from the scope of MELBES. Environmental noise measurements made in the event of a complaint for workplace opening and operation license, live music license of entertainment venues or workshops are excluded from the scope of MELBES.
